Pretty much any text-editor can be used. Any of the ones for desktop pages will also work for mobile web pages (it's just text-editing really!) Dreamweaver definitely has some mobile web page markup templates e.g. you can specify which DTD you want to use... If you have a large project another option is Eclipse, but this might be overkill if you are just editing one or two pages. Personally I use Eclipse for bigger projects, and Vi on linux, or Notepad++ on windows for just editing one or two pages, but any half decent text-editor will have syntax highlighting.
