Not sure there is a reliable way to determine this. You can make some inferences though. If a mobile device is connected using a cellular data connection, then the WAP Gateway *may* add some WAP specific headers. In this case you can tell that the user is not on WIFI.
However, the absence of such headers does not mean that the user isn't going through a WAP gateway, just that no headers have been added.
