I would like some advice on is there any way to retrieve phone number of users accessing web application on xhtml and wml and maybe use it in validation
Well, there actually might be a way -- but it isn't web application specific, involves some manual work and enquiring with the mobile network operators, and is country-dependant.
Here in South Africa, you can ask the mobile networks to enable MSISDN forwarding, which assuming the user is coming through the correct gateways (this is still murky waters to me), the mobile number of the user will be available to you in the HTTP headers sent through to the page.
Perhaps the mobile networks in Kenya have some similar functionality? It could be worth an ask.

This kind of approach needs you to prove your case to the operators in question, and it's not foolproof because of how the mobile gateways operate. And as for roaming users ... ;)
Oh, and @sach, have you chatted to the network operators about how to enable this MSISDN forwarding? Or have you just done research about it on the internet?
