I want to configure my WordPress blog. I want to remove the comment input fields on the blog post. The comments themselves will be inputted by another means through a joined forum database. How do I remove the comment input fields? I am told it has to do with opening the single.php file in a text editor. Is that right?

The user interface of your blog and also how the comments are displayed is controlled by the theme files.
There are some standards, but each theme developer can invent own files. So you need look into all php files (not just single.php) of your used theme and look for "comment" and remove the unneeded parts in the html. The care that you don't introduce php syntax errors or html errors when reomoving things. And of course make a backup or use source code control.

Thanks for the tip.

Does the same apply if I want to modify this hyperlink?

At the beginning, when you make a wordpress entry, this hyperlink is "No Comments" but I suspect as comments are added it changes. If I have the comments in WordPress tied to a BBPress forum and I want this link to go to the forum, how do I modify this link in WORDPress. Go to http://www.arguemax.com and scroll to the bottom to see what I mean. I want to modify this hyperlink:

If you want to combine two piece of server software, you normally need to customize at least one of it.

Yes.
It is all in the theme files. Either you search and edit them yourself, or you find somebody do it for you.
