How difficult is it to make a regular website mobile enabled?

Is there a way to code it such that it's accessible by both computers and mobile devices? Or do you have to have one for one device and another for the other?

This is all new to me, so I'm just asking.

After creating a good mobile web design, now I am trying my hands on application. I have learned some required softwares for that. I'm building a mobile phone application and have created many mock ups in Photoshop CS4. When I convert said mock ups into templates on my phone, the colors are lighter then shown in Photoshop and I constantly have to readjust.
