This test determines if your page has Stylesheet includes in inappropriate places. Grouping Stylesheet includes together in the head of the page markup is optimal for page load. Due to the HTTP specification putting Stylesheet includes elsewhere in the page, at the bottom for instance, will result in the design loading blocking while the Stylesheets are downloaded.
Checking for Stylesheet placement
This test checks to see if Stylesheet files are being referenced from the head of the page markup. If any Stylesheet includes are detected outside the head of the page markup then the test reports a FAIL.
If you receive a FAIL for this test, you should consider moving your Stylesheet references to the head of the page (within the head tag).

This test is based on a YSlow best practice. See http://yslow.org/faq/ for more details.
